The reality of e-learning implementation and its challenges at Tobruk University

Abstract

This study aims to identify the reality of the application of e-learning at the University of Tobruk and the challenges facing its implementation in light of the Covid 19 pandemic and in order to ensure its continuity in the future. Which face its application in the departments of university faculties The study was applied to a random sample consisting of (275) individuals represented by the deans and agents of scientific affairs, heads of departments, and their teaching staff. For frequencies, and Percent for percentages, we extract the results in the form of statistical tables, and we convert them to graphs using Excel 2007. One of its most important results is that the university did not form an integrated work team to prepare a clear plan for the application of e-learning in its various departments, and that the halls and laboratories of its faculties are not equipped with modern educational technologies and the infrastructure of its networks is not prepared for the application of e-learning in them. The most important thing it recommends is that the university form an integrated work team, which is a plan based on healthy scientific foundations, relying on previous studies and experiences of other countries, clarifying the objectives of its e-learning project, defining the needs of its departments, drawing up policies for the stages of its application, estimating its financial budget and classifying it according to the needs of its faculties’ departments, preparing all its faculties’ halls and laboratories. With the latest advanced educational technologies, including devices, tools, and means of communication from high-quality computers, interactive whiteboards, scanners, display screens, digital cameras, memorization tools, and means of connecting to the Internet with its entire infrastructure.
